Payment and Reporting

Below is information on what the funding and reporting will look like for the months of April, May, and June 2024.

Payment Dates

We are reviewing the payment process to ensure that payments are received by operators the first business day of the month for the remainder of the fiscal year.

Operators of family day homes will receive funding for:

Funding will be provided in advance, on the schedule identified above, and based on the increased amounts identified in the February 28, 2024 letter from the Department.

Payment Details

If you’re signed up for direct deposit, your funding payments will be automatically deposited into your account as usual; otherwise, a cheque will be mailed to the address we have on file.

After you receive funding, your Regional Early Childhood Coordinator will send you a payment document by Secure File Transfer (SFT). This new document will give you a detailed breakdown of the funding you received.

Reporting

Starting April 1, 2024, licensed programs will no longer have to report Child Care Fee Reduction subsidy information to the GNWT monthly. This change is intended to lessen the reporting burden. Instead, programs will submit their information quarterly, reporting it for three months at a time. 

For licensed center-based programs, as of April 1, 2024, funding to reduce child care fees will be provided under the new Dedicated and Flexible funding programs. The reporting requirements will stay the same.

What needs to be reported on?

Licensed programs will need to submit the following information every quarter:

  • The total number of registered spaces (not attendance) for infants, preschoolers, and out-of-school children.
  • The total number of children who used the program on a drop-in basis.
  • The total child care fees charged to families and/or another source.

Reporting deadlines

The first quarterly report will be due on July 5. We will provide more information about the reporting requirements. Reporting for all existing funding provided from April 1, 2023 to March 31, 2024 will still be required according to the funding timelines.

Reporting for children who enroll mid-month and extended absences

Previously there were limitations around the length of time a child could be absent from a program for them to still qualify for reduced child care fees.

Beginning April 2024, the subsidy for reduced child care fees is tied to the enrolled space rather than the attendance of any child. This means that family day home programs will continue to receive funding for any absence a child may have, and the fee reduction remains for families.

Reporting of children whose fees are paid by another source

If a child's fees are paid by a source other than their family, such as Health and Social Services or Income Assistance, licensed programs will need to report the amount paid directly by the family as well as the amount paid by the source. If the source fully covers the monthly child care fee and the family does not pay any fees to you, they are not eligible for the subsidy. In those cases, the licensed program can charge the unreduced monthly fees. Please include this information in the quarterly report, as it helps with overall data and reporting.

Reporting on children that turn six

If a child turns six in any given month, funding will be provided for that month. However, the child will no longer be eligible for the subsidy at the start of the following month.

How to submit reporting

All reporting forms (annual and quarterly) will now be submitted through Secure File Transfer (SFT).

Adjusting reporting information and payment amounts

ECE will use the information provided in the quarterly reporting to calculate the payment amount each licensed program will receive for the subsequent quarter’s payment. Corrections and/or adjustments should be reported in the next quarterly report. Any payment adjustments will be reflected in a subsequent payment.
