The Government of the Northwest Territories is committed to working collaboratively with the early learning and child care sector to support a system that provides children and families with access to high-quality early learning and child care across the Northwest Territories.
Current Engagement
We want your feedback on the second phase of proposed changes to the Early Learning and Child Care Regulations.
Virtual engagement sessions will also be hosted with licensed family day homes and centre-based early learning and child care programs. Additional information on these sessions will be shared directly with licensed programs.
Past Engagements
January 2024: Engagement on Approaches to Certification Process, Wage Grid and Funding Mechanism
Partners were asked for feedback on proposed approaches to the certification process, wage grid, and funding programs. The feedback was used to draft the second phase of changes to the Regulations.
June 2023: Engagement on Certification Process, Wage Grid and Funding Mechanism
Partners were asked to confirm the Government of the Northwest Territories' understanding of the sector informer's challenges to inform the development of approaches to the certification process, wage grid, and funding.
April 2023: Engagement on Child Day Care Regulations
In April 2023, the public was asked for feedback on proposed changes to the Child Day Care Standards Regulations. The amendments focused on establishing cost control measures, streamlining the Child Care Fee Reduction subsidy, increasing reporting measures, and updating language. The regulations were renamed the Early Learning and Child Care Standards Regulations, and their changes, along with the new Early Learning and Child Care Funding Regulations, came into effect on May 1, 2023. June 2022: Engagement on Child Day Care Act
The public was asked for feedback on proposed changes to the Child Day Care Act. The amendments focused on establishing a certification process and wage grid for early childhood educators working in licensed center-based early programs, increasing inclusion and reporting measures, and implementing cost control measures. They also aimed to protect families' rights. The Act was renamed the Early Learning and Child Care Act, and the amendments took effect on May 1, 2023.
